Hajj 2027 (1448 AH) is expected from about 14 to 19 May 2027, with the Day of Arafah on Saturday 15 May and Eid al-Adha on Sunday 16 May, subject to moon sighting. From Pakistan there are two ways to go: the government scheme, which has one official price set by the Ministry of Religious Affairs, and private packages, which only Ministry-licensed Hajj Group Organisers may sell, each at its own price.

The government package for 2027
The Ministry announced the 2027 government package in August 2026: Rs1,200,000 for the regular 38–42 day scheme and Rs1,300,000 for the 20–25 day short scheme. A double room adds Rs270,000 and a triple room Rs70,000. Applications opened on 18 August 2026 and were first-come, first-served until the 107,526 government seats filled.
What the price covers
The government figure bundles the Saudi-side service contract (the Tawafa company that handles Mina, Arafat and Muzdalifah), accommodation in Makkah and Madinah, ground transport, return flights on the Hajj airlift, food arrangements where included, and Ministry costs. It is quoted “with some margin for contingency”, which is why pilgrims have received refunds after the season: about Rs3.45 billion was returned to some 66,000 pilgrims after Hajj 2025.
One line item is public for earlier years: for 2026 the Tawafa company Al-Rajhi bid 2,635 Saudi riyals per pilgrim, down from 2,875 in 2025. Under the 2027–2030 policy the Ministry moves to multi-year contracts with Saudi service providers, which is meant to steady this line.
Hajj 2027 registration and payments
Registration for Hajj 2027 opened on 22 June 2026. It is free, and you must be registered before you can book either scheme. Operators reported 26 September 2026 as the last date, though the Ministry’s own page did not show one; if you missed it, check hajj.mora.gov.pk for any reopening before paying anyone. You can register in two ways:
- Online: the Hajj Management System at hajj.mora.gov.pk/register. You need your CNIC (NICOP for overseas Pakistanis), a mobile number and basic details for each family member.
- At a bank: any of the banks designated by the Ministry for Hajj applications; the bank enters the same details for you.
A passport is not required at the registration stage. It becomes mandatory at booking, and must then be valid until at least 16 November 2027 (one report printed 26 November; the Ministry-quoted date in most coverage is 16 November — renew early if yours expires before the end of 2027).
What registration does and does not do
- It puts you on the list from which Hajj 2027 bookings will be taken, on a first-come, first-served basis until the quota is filled.
- It does not commit you to a scheme, a package or a payment. The choice between the government scheme and a private operator comes at booking.
- It does not cost anything. The Minister, Sardar Muhammad Yousaf, on 22 June 2026: “Hajj 2027 registration is free of charge; no fee will be collected.” Anyone charging you to register is charging for their own time, not a Ministry fee.
The second instalment closed on 21 October 2026
Government-scheme pilgrims paid the second instalment between 5 and 21 October 2026 (the Ministry extended the 20 October deadline by one day) through the Pak Hajj app or the government’s digital Hajj portal, after uploading a medical fitness certificate (mandatory for this round); applications not paid by the deadline were cancelled, with the first instalment refunded. The option to switch packages closed before this payment phase.
Pay nothing in cash
On 12 September 2026 the Ministry warned intending private-scheme pilgrims not to hand cash to Hajj operators or unauthorised individuals. All private-scheme payments are to go through the officially designated Digital Hajj Management System or the Pak Hajj app, and you should confirm an operator’s licence before paying anything. Under the 2027–2030 private policy, operators may not collect, hold or transfer pilgrim funds at all; money moves through a Government account at the State Bank of Pakistan. How private packages differ
- Shifting or non-shifting. A shifting package splits your stay: part in Aziziyah, a district roughly 6–9 km from the Haram, around the days of Hajj, and part in a Makkah hotel. A non-shifting package keeps you in one Makkah hotel for the whole stay. Non-shifting is easier for the elderly and costs more.
- Mina service category. Operators describe Mina camps for South Asian pilgrims in service categories (commonly A to D) by facilities and location; the Maktab number itself does not tell you the category. Ask for the category in writing.
- Hotel distance from the Haram in Makkah and in Madinah, in metres, and whether a shuttle runs 24 hours.
- Days and flights: total days, Madinah days before or after Hajj, and whether flights are direct.
- What is included: Qurbani, meals (buffet or packed), Ziyarat, transport between the holy sites, and who leads the group.

- What is your Ministry licence and is it valid for the 2027–2030 policy?
- Is payment made only through the Pak Hajj app? (Never pay cash; the Ministry warned on 12 September 2026.)
- Shifting or non-shifting? How many nights in Aziziyah?
- Which Mina service category, in writing?
- Exact hotel names in Makkah and Madinah and the distance to the Haram?
- How many pilgrims per room?
- Is Qurbani included, and how is it confirmed?
- Meals: which ones, and buffet or packed?
- Departure city, airline, and are the flights direct?
- Who is the group leader, and what support is there for elderly pilgrims and medical needs?

Costs outside the package
- Registration: free.
- Takaful insurance: a non-refundable Rs1,000 fee under the 2027–2030 policy (cover Rs2 million on death, Rs250,000 medical evacuation).
- Vaccinations: meningitis ACWY and polio, from government health centres or private clinics.
- Passport renewal if yours expires before 16 November 2027.
- Qurbani: usually arranged through the official coupon system in Saudi Arabia; ask whether it is inside your package.
- Spending money in riyals, and any extra nights or upgrades.
Documents and medical
- Passport valid to at least 16 November 2027.
- CNIC or NICOP, and the registration made on hajj.mora.gov.pk.
- Medical fitness certificate: government-scheme pilgrims had to upload it before paying the second instalment (5–21 October 2026).
- Vaccinations required by Saudi Arabia, including meningitis ACWY; your operator or the Ministry confirms the 2027 list.
- Women may travel without a mahram under the 2027–2030 policy on the affidavit conditions the policy sets out. The policy explained.
The 2027 quota and the 2027–2030 policy
Pakistan’s allocation stands at 179,210 pilgrims. On 12 September 2026 the Ministry put the private-scheme share at 71,684 places, which is the 40% split written into the new 2027–2030 policy; the remaining 60% (about 107,500) goes to the government scheme. Islamabad has asked Riyadh for roughly 230,000; nothing higher has been confirmed.
For scale: in 2025 about 67,000 Pakistanis who had paid could not travel after the private sector missed Saudi contracting deadlines. That is the failure the new policy is built to stop, and it is why the Ministry is telling private-scheme pilgrims to pay only through official channels.

What private operators must now do
- Who may operate: only companies incorporated under the Companies Act 2017, registered with the SECP and licensed under the Hajj and Umrah (Regulation) Act 2024 (para 1, 4).
- Third-party accreditation: new and existing operators are assessed by independent experts for financial solvency, operational reliability and Saudi-side readiness; the outcome sets licensing, tier and quota eligibility (para 3, 5, 6).
- Licences: valid three years, renewed annually on financial, operational and compliance performance (para 4).
- Minimum size: an operator that books fewer than 2,000 pilgrims is declared non-operational for the year, its pilgrims are reallocated through the portal, and half its security deposit is forfeited (para 4, 10).
- Quota: accreditation is not a quota. Before each season the Government announces the private-scheme total, and licensed operators book pilgrims first-come, first-served through the Private Hajj Management Portal within their category ceilings (para 7).
- Digital only: every booking runs through the PHMP; each pilgrim gets a Unique Hajj Identification Number linked to identity and payment records, integrated with SECP, NADRA and the State Bank. Manual handling of bookings or payments is prohibited (para 8).
- Money: all transactions go through a Government account at the State Bank of Pakistan; funds are paid directly to Saudi service providers under verified agreements; operators are prohibited from collecting, holding or transferring funds independently; refunds follow a controlled digital process (para 9).
- Service standards: Saudi-standard accommodation, transport and catering, welfare and medical staff, special provisions for senior citizens, women and persons with disabilities, alignment with Saudi Tawafa companies (para 11); a mandatory Service Provider Agreement with the Ministry covering insurance, refunds and penalties (para 12).
- Ratings and complaints: a digital performance dashboard guides future quotas and sanctions (para 13); Complaint Disposal Committees in Pakistan and Saudi Arabia, with an Appellate Committee above them (para 14).
- No quota trading: resale, outsourcing or subletting of quota and cartel behaviour are banned, on pain of licence cancellation and legal action (para 15).
